Welcome to the Monthly Newsletter of September 2020! September 2020 was a busy month for our entire Department, we saw many changes both major and minor, such as changes into the Bureaus' leaderships and amendments made on some field procedures.

Now with October approaching, we would like to remind everyone that our department has done a fantastic job by serving proudly the Los Santos County community. The men and women of our department don't have an easy job but it's always good to remember that while it may not be easy, it is an important job and their efforts don't go unnoticed. So here's a thank you to all of the men and women who work in our department, every single one of you is doing something great and we are proud to have you in our big family!

Department Upgrades and Promotions

The Los Santos County Sheriff's Department blindly supports career progression. With the graduations of the Basic Sergeant Supervisory School, there have been many promotions to Sergeant, with a good portion of those promotions being into an important position within the department, supporting the chain of command. Without any delay, this is the list of the promotions within the month of September 2020:

The Deputy of the Month of September has gone above and beyond in not only giving a hand to the implementation of the newest revisions and revamps from the Homicide Bureau, but also his remarkable results. He was assigned to be the Unit Commander of his beloved Bureau! Congratulations to:

SERGEANT KEITH HYLAND

Sergeant Hyland will be awarded a Distinguished Service Award for his dedication in the Homicide Bureau's activity, becoming one of the most respected Detective Mentors from the Bureau. He applied a lot of effort in implementing the changes that have been decided by the Detective Division Headquarters in the last month. More than that, Sergeant Hyland showed great field performance by proudly serving his community! Well done, Sergeant!

Also, we want to congratulate Sergeant David Stephenson for his great contribution in the Field Training Program Administration activity! He implemented some changes in the Field Training Program procedures and currently he, along with the other Master Field Training Officers and Field Training Program Administrators, is working on implementing new changes that will ease the work of the Field Training Officers. We wish him the best of luck in this month!

Meet the Special Enforcement Bureau — Commander Justin Hayes
September 2020



Please introduce yourself: I'm Commander Justin Hayes. I am the Unit Commander of the Special Enforcement Bureau. I oversee and run the Special Enforcement Bureau which is a part of the Special Operations Division. I work side by side with the SEB Operations Lieutenant Scott Edson and the Aero Bureau Captain Jacob Tanner due to the frequency of joint operations and training. I have been with the Los Santos County Sheriff's Department for 25 years now. I started out as a Deputy Sheriff Trainee like all others working custody at the Twin Towers facility.

Later on in my career, I sought out an opportunity to qualify for one of the Special Weapons Teams within the Special Enforcement Bureau. Having eventually solidified my position within Special Weapons Team Tan I embarked on the leadership program and about a year later was a qualified Team Leader of Special Weapons Team Tan before progressing to the bureau title of Operation Sergeant.

My kids and wife are grateful that I've accepted my golden years are over. I now oversee the Special Operations Division and run the administrative side of things. I do occasionally get to pop in during field operations as tactical operations command but that is really all I still to get to do that's somewhat exciting.

What does the Bureau do?: The Special Enforcement Bureau is one of the largest apparatuses of the Sheriff's Department. We are responsible for close to all emergency situations that patrol deputies are not capable of handling. Our responsibilities are diverse and reach from diving operations, search and rescue, medical support & crisis negotiation all the way to breaching of barricaded suspects, pursuit of armed suspects, warrant executions, dignitary protection details and more specific tasks.

In general SEB is deployed when safety & security is paramount.

How many branches or departments are there within the Bureau, and what exactly do they do?: SEB is split into two details. The Special Enforcement Detail and the Emergency Services Detail. Both Details are structured so that inter-detail teamwork and efforts are easily possible as they are often viewed as one, that being the Special Enforcement Bureau.

The Special Enforcement Detail consists of the Special Weapons Team and the Tactical Support Team. Their primary focus is dealing with armed or non-cooperative suspects. This can range from warrant executions over barricaded incidents and vehicle pursuits with armed subjects attempting to elude police custody.

The Emergency Services Detail is diverse in its capabilities. The Search and Rescue Team works closely with the Aero Bureau and the Air Rescue Program. Additionally it manages all diving operations. An example of an operation could be the need to recover a crucial piece of evidence that is submersed.

During barricaded situations and operations with the Special Weapons Teams, the Combat Medical Team provides the necessary medical infrastructure such as setting up a triage to support the wounded during operations.

The Air Rescue Program is responsible for facilitating aircraft to support Search and Rescue teams. Additionally the Air Rescue Program is tasked with the insertion of tactical elements if the situation requires it.

Our newest addition, the Crisis Negotiation Team is deployed during hostage situations that require a dedicated amount of personnel that are trained and prepared to negotiate with suspects.

Is there anything in the works for Bureau?: The Special Enforcement Bureau is constantly reworking and improving procedures, policies and operational capabilities. This is partially due to our close relationship with the Department of Homeland Security that requires us to maintain a certain readiness status.

There are plans to expand the Bureau capabilities even further such as providing tactical support for patrol deputies in situations that could deem it necessary. Additionally the Special Enforcement Bureau is looking into expanding its Special Enforcement Detail with the possible introduction of the dignitary protection team.

The Special Enforcement Bureau is experienced with the protection of important and key government individuals. Due to the increase in requests for protection and escorts. Our command team is currently deliberating on whether the establishment of this team is possible and maintainable.

Hello all!

The month of September marks the first month for the Sheriff's Department under a new leadership team. Throughout this month, we've focused on the technical aspects of the faction, allowing members to settle into leadership and higher positions, in order to ensure that all parts of the faction receive their necessary attention.

I've personally spent some time talking to members of the faction and receiving their input on various topics that may be concerning different aspects. Just as we have done last month; I'd like to emphasize the importance behind making your voice heard in regard to faction-related issues, in order for them to be properly addressed. I'll personally talk to any faction member regarding any issue they feel they may have, and work toward a definitive solution.

Other than that, it's worth announcing that we will soon look at some improvements as well as regulations to set in place for the Detective Division, so stay tuned for that!

Finally we reach the end of the newsletter, and like every month we'd like to highlight those who've put the time and dedication to the faction, thanking them for their efforts. While our member count might be lower then it was last month or two months ago, our activity and drive haven't dwindled in the slightest.

Activity leads to productivity and that the activity you're most avoiding contains your biggest opportunity. It has become one of the best traditions of this faction to recognize and thank the top three (3) active members of this faction. It is always heartwarming to see new names among the most active members of the LSSD during this month.

We would like to sincerely congratulate and thank Hazel Sullivan for their wonderful activity and invested interest in this faction. Sullivan should now be known as the most active member of the LSSD during the month of September!

Proceeding further, we are proud to give the second most active member of the LSSD during the month of September title to Robert Larkin, keeping up an amazing activity. So thank you for your dedication.

The third one is going to be the recently promoted Sergeant Althea DeWynter. DeWynter is a valuable member of Operation Safe Streets Bureau, dedicating a great amount of their time to making our faction what it is. DeWynter should now be recognized as the third most active member of the LSSD during the month of September!

We would like to thank the above-mentioned faction members who went above and beyond to help the faction and contribute massively to its activity. The above-mentioned faction members upheld the faction's standards in the process and provided top-quality roleplay to the server while helping the faction achieve its Out of Character mission.

As always, the rest of our thanks go to our members who also mirror the above-mentioned faction members and help the faction achieve its Out of Character mission — hopefully next time we will see more new names joining the ranks. We ask all the members of this faction to try their best in pulling out all the stops and contribute to the faction's growth and success.
